Well it could have been a very different afternoon could it not? 

Stamp duty, REITS, empty rate relief and clarification on regulation for buy-to-lets: there is really no good news.  And what on earth are they doing pushing £80m into shared ownership schemes: pushing hard pressed first-time buyers into quarter/ half shares of over-priced one bedroom flats?  It’s a nonsense!  But don’t get me started on that little chestnut!  

Acknowledging that the housing sector is key to the recovery of the UK economy, Alistair Darling said: ‘the key to the health of our society is the long term supply of housing€™ so the government are supporting the construction industry to ensure more homes are built with £500million for stalled schemes and a further £100m to encourage local authorities to build green homes.

I’ve got mixed feelings about this to be honest, because mass-produced new-build is notoriously over-priced and frankly, unfortunately developers and investors caught in the headlights need to live with the consequences.   This is a long term fix, but has been widely criticised by the developers it is designed to help, for being unclear.  Given the fiasco of the mortgage support scheme, that is an entirely fair point.  Interestingly, although most banks closed their book to developers last year, self-builders are not struggling to get finance.  It this because their due diligence is not dependent on unsustainable sales figures?

I am most irritated about stamp duty.  Significant reductions  for property sub-£500K where 3% is payable would have assisted the market and injected a little confidence.  The extension of 0% stamp duty for transactions up to £175,000 for the rest of the year is certainly welcome, but so much more could have been done.  This is not going to help many buyers in London and therefore is pretty much irrelevant to the property market in the capital.

The Mortgage Support Scheme: a great idea, if lenders agreed

The four month deadline for lenders to join the Mortgage Support Scheme is up and surprise surprise, pretty much only the nationalised banks have agreed to join.  The government has supposedly claimed that the scheme will cover 80% of mortgages, but since the self-employed aren’t really covered and two of the biggest mortgage lenders, Abbey and Nationwide have not signed up, we would suggest that figure is pure fantasy.

Other lenders who haven’t signed up include Barclays, HSBC and the Post Office, although supposedly the Post Office will offer the scheme ‘as soon as possible’.  So don’t hold your breath.  When you have secured your finances the call this London Property Search Agent for a rapid move

London house prices at 2006 levels according to the Land Registry

Releasing the latest property sold data for February, The Land Registry has likened current London house prices to those of August 2006 – which is not too bad considering country prices have dropped to levels last seen in September 2004. 

Several London boroughs have made monthly gains, led by Islington with a gain in average prices of 1.2%.  However there have also been significant price falls, led by the borough of Camden, which boasts the celubrious districts of Hampstead and Bloomsbury.  Camden prices fell 4.3% in February, down 16% year on year.  Other boroughs showing price falls of 3% or more are led by Greenwich where prices are down 3.9% include   Hackney, Havering, Hillingdon and Haringey.

House prices in Westminster and The Royal Borough fell 2.2% and 2.7% respectively in February and have posted annual average falls of 11.5% and 15.4%.

With regard to green shoots, the Land Registry data shows that the number of transactions has started to creep up, from 33% of the norm to nearer 40%.  Estate Agents have been a bit more positive this year and we have certainly seen more activity.  London property Search Agents are particularly interested in the number of transactions per month and for us, the top end is particularly significant.  The number of London property transactions over £1 million has dropped to by 55% – slightly less than the market as a whole thanks to foreign buyers taking advantage of the currency discounts associated by the fall of the pound.  With the dollar and the euro starting to tumble, hopefully the number of well-heeled Asian buyers wanting a UK base will continue to grow.
